Does *A monitor airport compliance with priority baggage handling? Are there penalties if the airport does not comply? I ask because my observation is that US airports are not great about this for international arrivals; the latest being IST-IAD yesterday where the majority of the priority tagged bags arrived last on the carousel. Really a 'first world' problem, but it cost 30 minutes. I've found this to be an issue at IAD on a regular basis, and sometimes IAH. Yet at non-US airports, priority baggage handling is very good.
