This situation is completely unacceptable and is not only ridiculous, it's borderline fraudulent. It sounds like the bartender and manager may have cooked up a scheme to separate unknowing customers from their money and simply pocket it themselves.
Yep agreed about the manager. Bad manager gives bad and BS rules to bartender. Bartender listens to manager and refuses to make drink. Guy who doesn't get a drink acts like a TOOL (my favorite word on here) and stiffs him a tip. Bartender forges tip. Three wrongs don't make a right. The only probable outcome here is the bartender will get fired.
