Honestly, being that the manager was the one to uphold this policy, I'd say they should be the one that gets fired.
This situation is completely unacceptable and is not only ridiculous, it's borderline fraudulent. It sounds like the bartender and manager may have cooked up a scheme to separate unknowing customers from their money and simply pocket it themselves.
