Yes - the requirement is to have the card and put the SM account number into the reservation. Official terms do not say you must make the purchase with the card.
However, you pay taxes and fees for award tickets, with even a simple domestic ticket thus costing about five dollars. It would be easy to charge the fees to the AmEx card associated with the FF account. [In some cases, you could get travel insurance from charging award ticket fees to the right credit card.]
