Both yes and no. Most of the international destinations will have their own respective free baggage allowance. In this case, you don't get the free bag perk. Otherwise, you will get the free bag perk (like Canada).

Yes - the requirement is to have the card and put the SM account number into the reservation. Official terms do not say you must make the purchase with the card.
