Although it was in 2020 with similar number of flights as today, I have arrived with QR725 arriving about 2pm and we were the only passengers in the immigration hall at that time.
The only surprise was that CBP still required that blue immigration forms at ORD, so many people were filling them at the form counter before heading to immigration.
