What you described is not within the rules. I suspect that both tickets were converted to ETCs in order to make this work. There are two types of FFC -- the type that you get for canceling a reservation cannot be applied to a new PNR. When creating a new PNR, you can only use the type that you get as the residual value
after rebooking. It's very frustrating that UA uses the same name for both of these products.

I suspect the chances of getting an agent to do what I described are approximately zero.
