Agree. It's also hard to compare since Texas currently has more positives than Tokyo metro but different population density and prior waves. Without spectators, the Olympics might be batched with many clusters of thousands rather than tens of thousands at a single event. No rumors of how they'll handle the opening ceremony which traditionally has so many people gathering.
