I think you just haven't been to any properties that had been using the credit system long before covid, and many properties had already been switched to the credit thing during covd, you worry too much on this
I guess it would depend on when the credit is given - I've seen it handled by the restaurant directly (i.e., you get a zero bill), or by the front desk (i.e., taken away from the folio). The former can insist on the number of people because they can see who is there, the latter would not have a real way to know (easily).
