yes this is correct. Changi Airport has sleep areas for travellers with long transit time. this area is very quite and comfortable. so if u do not want to check in to the transit hotel, then this sleeping area is another option.

I didn't bother with the transit hotel. Changi has several areas both on the main floor and up by the lounges where they have rows of comfortable leather chaise lounge type chairs. The chairs even have timers so you can set them to vibrate and wake you up in time for your flight. There are always people sleeping there. It seemed quite safe and i got about 3-4 good hours of sleep before I woke up.
