Did you enter the wrong entrance? When I used it there were two lanes, one for employees and another lane for everyone else. It is also listed on the park atl website as open as of the time of this posting with spots available:

For me, when the other lots are full, it was a great option, super easy to ride the air train and a big thumbs up from me!
So, it’s been a few months since I tried. I used the entrance off Rental Car Pkwy, and an employee was at the gate asking for airline IDs. Since I didn’t have one, I was turned away. Guessing I just missed the change to allow pax to use the deck as well. I’m no longer located in ATL, so I’m not up to date one the new developments at the airport. Thanks for the update though. If I ever have to park at ATL again, I’ll for sure use this deck.
