Seems a big assumption they need a "step up". I saw nothing in the financials pre-covid that suggested UA was struggling against American, JetBlue, or Delta on PS routes - or really struggling in general. Those routes aren't terribly lucrative for anyone at the moment until business travel comes back and while some pockets appear to coming back here and there - that likely isn't happening until 2022.
