When are you traveling?

Have you explored schedules for other flights that you could take? For example, DL runs the quarantine free flights to FCO from both ATL and JFK, so perhaps the other international gateway connection would give you more time, although I don't know whether both flights operate daily. Are there flights that aren't designated as quarantine free that you could use?
