The USA being on the green list without the proclamation being lifted would mean more Americans traveling to the UK and I don't think the CCR would re-open based on AA CK's and CCR card holders based in the US.
CCR will reopen based on First passenger loads. I suspect US Green List addition will go hand in hand with the Presidential Proclamation lifting.
