They’ll reopen when the CCR reopens, which will most likely be when the US is on the Green List.
Also it would matter on Joe Biden lifting the Presidential Proclamation for the UK & Ireland.
The USA being on the green list without the proclamation being lifted would mean more Americans traveling to the UK and I don't think the CCR would re-open based on AA CK's and CCR card holders based in the US.
If I'm not wrong, the majority of CCR card holders are UK based.
