I usually will always travel with my driver's license, passport, and GE card whether it's domestic or international. That said, particularly on international itineraries, I won't always keep my driver's license as handy as my GE card or passport might be. Either way, this is a failure on Delta's part to properly train the staff member as to what is and is not an acceptable form of ID.
