I think things likely changed with Austria easing restrictions and she just didn't know. Lounge has a full lunch spread, with hot food being served. Full bar also available for self-serve. Since there was discussion upthread about VIE in general, Sky Lounge, and in case anyone else is traveling with Priority Pass, I was in the Sky Lounge very early yesterday morning, before 6 am. At that time, the lounge was quite empty. Other restaurants/bars were also open.
I was originally going to skip it, but the VIE seating didn't really look comfortable, so I decided to check-it out after all. I was surprised to see a self-service breakfast spread (hot croissants, cold cuts, cheese, different types of bread, yogurt, etc.) with dining allowed in the lounge. It was my first time "dining out" in so many months (besides the occasional lunch at the office cafeteria) and after the re-opening. Everyone is given the contact tracing form when entering, and I also presented my negative result. I guess pretty much everyone was already tested for travel purposes anyway.
