Argh! This is not an improvement AT ALL for the NE corridor!
I contacted Amtrak and they just reiterated that it applies to all Amtrak services, including Acela. Grrr!

Acela used to be fully refundable, and that made things so flexible. And if you had to reschedule, and got a cheaper Acela fare, you used to get the FULL amount of the difference refunded.
How irritating that they implement this "improvement"...
