Ask them to dig out the email about GPR with new rates, the email says they should offer standard avios prices should customer be unhappy about new avios prices. The problem is - system only shows them one option - full avios + £0.50 fee, standard avios prices requires them to process it manually with an approval of a supervisor. So I guess agents just say "no" as they can't be arsed to process it manually and/or ask Supervisor for the approval.
