I have changed my country of residence, got a nice quote and never had a problem.
However, I have to warn:
When you rent a bigger car (BMW, Mercedes), Avis calls a phone number and checks your address! "My address" didn't show up ... I gave Avis my "Second Address" and it was O.K.
BTW, Avis asks also for 2 credit cards, one should be from Amexco.
