All the companies used to have a policy of staying open until the last flight landed, even if it was delayed. But in the last year all the companies -- even National -- have been closing down right at the posted closing time. I've arrived at an empty, unstaffed lot multiple times over the last year.

That said, I think 30 minutes before closing will be fine, as long as you add your flight into to the reservation.
