A guess that most people here have known about this for years. Depending on your country of residence, you get quoted a different rate from Avis. I often change my country of origin from England to (say) Germany get a better rate and have never been challenged for doing it.
I always considered that this was just a marketing thing, but it seems that charging residents of different European countries a different rate for the same service is illegal under the provisions of the Treaty of Rome and the European Commission will take action to stop it.
This article applies to flights, but surely the same thing applies to car rental?
