International Transit via South Africa when traveling to U.S.

So, as is known, travel to the U.S. from South Africa is banned with the exception of U.S. Citizens/Green Card and few other cases.

However, if someone was to travel on an itinerary such as WDH-JNB-DOH-LAX and the traveller isn't one of the protected cases of travelers would they be denied boarding due to the fact that they were "in South Africa" despite only being in International Transit and never officially entered South Africa?
