Playing with ITA Matrix a bit, it seems that these are end-on-end combined fares for DL and 9K. Cape Air fares have been combinable with almost anything for a while, so it's nice that Delta can book it.

The reason you only see them when combined with a DL-marketed flight is because delta.com will generally only issue tickets with at least one DL-marketed segment on them.
