I definitely want to respond to your questions first before opining about other stuff too much.

#1: the odds are long that you will be able to make the trip with the itinerary you have laid out. There are too many countries, each of which will maintain some sovereignty in setting and interpreting coronavirus restrictions. While the EU will publish guidelines and expect member states to comply with them, the individual States will each chime in with their own idiosyncrasies.
#2: If even a single one of the countries you have on your itinerary is judged by England to be "red" when you reach there, you will have to quarantine.

I know you are not asking for trip planning advice, so I will conclude merely by offering that- especially this year- you and your blood pressure could benefit from flying to France (since CDG will be enough of a stressor that you will want to decompress from it) and then spending an amazing month wandering around that very large, diverse country.

Regardless, please enjoy your trip and make the most of whatever you end up doing!
