I'd call it complacency not hesitancy. The federal government stuffed up the rollout, by insisting on GPs rather than letting states use their health resources, which has meant it's difficult to actually find a place to get vaccinated, and because there is so little virus floating around the chances of getting covid are so remote that there is no real incentive to go out searching for a vaccination site.
