As bgriff said, typically it's restricted to the property you're staying at, and only a subset of the outlets (usually where the hotel has an interest in the restaurant). That said, I stayed at the Nomad recently and they directed me to an online list of "participating outlets" across all of the properties. I'm not sure whether that actually would have worked for charges at other properties, and didn't try. Yes, you do a room charge and then they take off after the fact.

It seems that most FHR rates in Vegas these days are fully prepaid, and, in general, you should NOT expect to get Hyatt night credit for prepaid stays (nor Hyatt points for the prepaid spend).
