The government actually did this on the 7th. The front-line staff at the airport thought implementation was effective immediately. Since everyone who boarded their flights was expecting a 21-day quarantine on arrival, you can't really call it bait and switch (there was misinformation for a few hours but there was no malicious intent), but I can see how it is frustrating.
