Depends on the restaurant and the hotel. If it gets run through the same merchant account as the front desk uses for settling a bill, it will get 14x. Otherwise, it will in all probability be 7x.
Chances are that nobody at the hotel will know which is the case, nor will they even know who knows, so an experiment is probably called for.
