Can't get Jet Blue baggage receipt

I flew from PAP-JFK on February 2nd and paid $80 to check two bags. When checking in the folks in PAP had troubled printing my baggage receipt and explained I could just submit a requet on the JetBlue website. Thus began a months-long odyssey to get a baggage receipt, which I still have not gotten.

I've submitted multiple requests on the website (says I'll receive the receipt within 48 hours, but it is never emailed to me as promised). I've also called multiple times, waiting on hold for over 2 hours each time. The reps submit the request through their system and apologize, but say there is no tracking number and the only recourse I have if I haven't received the receipt within a few days is to call again.

The latest request was on May 3 - the rep told me that the team responsible for generating the receipts is "very busy" and I should wait until May 21 too see if it shows up, but if nothing comes by then the only recourse I have is to call again.

Can anyone point me in the right direction on this? All I want is my baggage receipt... I imagine there is someone who just has to push a button to email it to me, but I can't figure out how to reach that person... I bet submitting a DOT complaint would eventually resolve this, but it seems ridiculous to have to resort to this...
