I think your letter of complaint and request for reimbursement needs to be directed at the State of Israel rather than AA/BA. If it is actually an entrance requirement and the govt website is (arguably) unclear, and AA applied the correct standard, then the fault lies with the govt not with the airline.
Practically I would suggest you get a new Covid test which is compliant with Timatic and book a new ticket. I’m sorry, I know all this is a royal pain but imagine getting to Israel & being sent back!
Why would he be sent back from Israel?
