The only passports that come to mind as completely inadmissible are Philippines, Brazil, and India. A host of countries' passports (e.g. US, UK, AU, NZ, Canada) are admissible, and have been for a while....with varying degrees of quarantine (that were just relaxed across the board a few days ago). I'm not sure how this factors into the transit situation, but I would say odds for transit in January 2022 are pretty good as long as the virus situation improves in the origin country (or remains steady in low risk places like AU/NZ).
