Correlation is not causation, so it could be that an inclination to opening up to visitors is a sign of things that were already in play.
That's not true. Their cases started spiking before Americans were allowed in because of a tourist who broke quarantine. And he was from a European country. This is why they now have mandatory hotel quarantine for most tourists, except for those who are fully vaccinated. And Iceland was always open for visitors from people from Europe. But I'm not going to argue about this.
