If a property isn’t doing breakfast in the lounge then it’s usually because the lounge is closed. When the lounge is closed you - usually - Cant apply a club access award.
Some properties with lounges closed are offering alternatives - like breakfast and drinks in a restaurant. Of those, some are allowing club access awards to be used to get that same restaurant breakfast / snacks / drinks benefit.
So yes, very property dependent.
