That's consistent with my experience. If you haven't booked the lowest publicly available rate on Marriott.com (prepaid or not), no dice, regardless of terms of the competing rate.
Pre-COVID - when there actually were prepaid rates available on marriott.com - I had dozens of successful claims of flex vs. flex. Including cancellation policies that weren't identical but were still flexible.
