In defense of dog perambulators......

There are actually quite a few residential buildings that won't allow dogs in public areas in they are in a crate, etc. Some people use the prams so they don't have to carry the dog through the lobby. Others do it because they haven't been able to train the dog to walk on a leash.

That said, the thing that really cracks me up are the raincoats. Think how embarrassing it must be for dogs to have their fellow canines see them wearing those things.
