Well, this was a quick and pointless thread - I got an answer from the fourth agent I spoke to about the issue: there's another feature on my card ("Pay Over Time Select") that is being disabled soon in favor of "Plan It", but it will happen 60 days after they sent me a notice. (Apparently in March...🙈.)
So I guess if you're having a similar issue the answer is to go through past notices and see if you received one.
