My experience in the Safe Travels Hawaii line at OGG has varied from 5 to 90 min.

You only need to go through the Safe Travels line at OGG if you’re not connecting. It’s to get the green check mark on the safe travels website and to show the checker at the top of the exit escalators the picture you took of your ID and their exit card. Otherwise, if you’re connecting, you can freely move from gate to gate.
