Pretty much every policy is just pretending to do something that can't be done and praying that the problem goes away on its own. Which is...actually a good strategy in a lot of cases, but I'm not so sure about this one.

I didn't really expect there to ever be a true list.
I noticed that one the local places in Juban is certainly gunning for a prominent place on the naughty list though. La Boheme in Juban has the wine flowing very freely, and judging by the number of guests and number of wine glasses the business case for doing so is probably pretty good.
