I have the Titanium number in my contacts on my phone. However during the pandemic I am absolutely certain that at times I have had regular agents answer and take care of this. I do not view this as a benefit of status but as something that is just allowed by the program. If you are outside of the US, you might want to try calling the US number and booking that way.
I did try and find the contact number on the app and after a few minutes of trying was unable to locate it. I then looked on the website and did find it.
