Personally:
1. When I rent a car, it needs to have "normal" plates of the state in which I'm using it... I'm one of those that like to "blend in"... if I'm in Nevada, don't give me TX plates...
2. More importantly, if it's a brand new car with NO plates but a paper registration on the front or back windshield, I avoid it like the plague. I've been pulled over at night by cops monitoring traffic focusing on the license plate, or lack thereof, and have gotten pulled over when they see no plates from their vantage point. All good once they see the paper registration, but what a waste of time until they figure out all is ok. I like new cars, but not ones without PLATES.
