Is it possible to acquire OWE with a Japanese credit card? Is there an AMEX version?

Given what has been posted here, I suppose it's borderline impossible without Japanese documentation to acquire either an ANA SFC or JAL Club A card? I thought I was lucky to have access to US credit cards with my SSN, but it seems like Japanese people have some really nice and interesting perks available to them.
