I had a newly issued card forwarded to a foreign address somewhat recently. They insisted that the initial card first be sent to the address on file, and only afterwards (it was 10-14 days I believe) agreed to send another one abroad (via FedEx, by the way). It seems like a big waste of money, but I'm sure there's some weird law or reasoning behind it as other issuers seem to do the same.
