The upgrade & standby simply tells you how many UNASSIGNED seats there are, not how many can be sold. Not unusual to have many seats unassigned on international flights. Preassigned seating isn't as common outside the US.
Thanks - that is the answer... I assumed upgrade & standby tells you the number of seats available rather than assigned (showing number of unassigned seats seems a bit pointless to me if you are using to gauge upgrade or standby chances). But in any case, interesting to know!
