Refer a friend shows up in my amex offer list, even with the current 30k offer. However, when I click it, it turns out "You are not eligible to access this referral offer at this time."

Anyone else with same issue?

I have only self-referred once and that's three years ago, and made several referrals after that. Other than that, I am in general good with amex, spend 100k+ last year on amex, and opened 0 new cards in last 12 month (due to covid).
