I just received a refund from Avianca. There were 2 pax booked on a single itinerary, and I was expecting to receive a refund of the taxes minus $25. However, they have deducted $50 from the taxes. Is this correct?

Since the booking fee I have paid at the time of booking was $25, I am not sure on what grounds they have deducted $50. Any help would be appreciated.
