V&A is just a mall really, pleasant enough but... After seeing Penguins in Simonstown, would do a tour of the peninsula, make sure you do Chapmans Peak drive, driving south to north (clockwise) is better viewing.
Other things I would do before V&A:
- Cape Point Nature reserve.
- Constantia wine area if you can't make it out to Stellenbosch or Franshoek etc.
- For some visiting Robben island is a highlight.
- Clifton and Camps Bay beaches.
You could easily fill a week.
