I think it probably comes down to which is more important - direct access from the window seat, or not having the passenger in the aisle seat be stepped over? When travelling as a couple, we tend to value the direct access more I admit.
Seem to recall 7K is blocked out on the MEX route in at least one direction (maybe both) so 7J/K would be out. 7A/B would be an alternative but you do have the toilet immediately behind you and that puts some people off. I've not flown 7A on 787-9 that I can recall but have had 3K on the 787-8 a couple of times (the toilet is on the J/K side on the -8). I was initially concerned about it, but wasn't an issue for me in the end, wasn't disturbed at all. Your mileage may vary of course.
You could take 2 of the middle 3 (7E also has direct access) but of course no window and you may have another passenger in the remaining seat, so no obvious advantage to that.
Seems little point in going into the bigger cabin, and of course if you take 13A/B or 13J/K to get direct aisle access you are at some risk of noise from the bassinet seats immediately behind in WTP, if they are in use by an infant.
By the criteria you've laid out (not being stepped over), I think you've probably got the best options.
