I think the issue with (2) is that there's at least one user who explicitly tried to avoid getting issued the certificate and blundered into it regardless (indeed, it was arguably in spite of their best efforts to avoid hitting the spend that triggered the last two nights). Mind you, that was a 60n cert, but it's still an...odd...situation to end up in.
That being said, the erratic travel restrictions out there are an issue. As an example, Brits were able to travel to Switzerland until right before Christmas but are now in the midst of an extended no-travel order.
(Also, "Brand Explorer" is also a 180 day expiration date one.)
