Yes. The last time I flew in 77W F, I seem to recall the center divider was down for takeoff and landing and then raised inflight. You should certainly be able to keep it down if you are sitting next to a companion in F.

Yes, divider must be down for takeoff/landing to my knowledge but you can keep it down the entire flight if you choose. Given the OP will 'own' the seats on both sides of it, it's entirely their choice.
